Dec 16, 2020 If your USB flash drive is smaller than 32GB, you can format it with FAT32 using Disk Management or Diskaprt. But if your USB flash drive is larger than 32GB, it is recommended to apply AOMEI Partition Assistant Standard to format USB flash drive to FAT32. Connect the USB drive you want to format to FAT32 to the computer. Press the Windows Logo key + R to open a Run dialog. Type diskmgmt.msc into the Run dialog and press Enter to launch Windows' Disk Management utility. In the lower half of the Disk Management utility, locate the listing for the target USB drive and right-click on it.

The HP USB Disk Storage Format Tool allows you to format a USB Flash drive too FAT, FAT32, and NTFS file systems. It also allows you to create a DOS startup disk, but this is not very useful with modern versions of Windows.

Even though this tool is from 2014, it is still widely recommended by Flash drive manufacturers as the suggested tool to format USB Drives. It should be noted that you need to run the program with Administrative privileges for it to work properly.
