When exporting a fcp xml from premiere the first thing you learn in trying to import to fcpx is - well, it doesn't take that format anymore (that xml is only for fcp 7 or so), so you then need to use 7toX a small (I mean tiny) programme that simply translates your fcp xml to fcpX xml format -= -= why premiere CC 2017 can not do this, who knows!?
